Culture change is the foundation of Zero Waste planning. Holistic in approach, it means involving all stakeholders early on and keeping them engaged, so that they “own” the resulting policies and programs, and their support and leadership continue even as staff move on and terms end. Culture change also means learning as much as possible about each stakeholder type and maintaining and updating this information – demographics, psychographics, core values, influencers, and what they perceive as barriers and motivators, so that Zero Waste becomes a functional reality viewed as a win-win for all.
