Gena McKinley is the Deputy Director for Austin Resource Recovery, the City department responsible for implementing Austin’s Zero Waste Plan and advancing the community’s long‑term sustainability goals. In this role, she oversees the department’s operational functions as well as its strategic initiatives, ensuring that both day‑to‑day services and long‑range planning align with the City’s commitment to environmental stewardship, resource recovery, and innovation. Her leadership centers on building strong systems, supporting high‑performing teams, and guiding initiatives that strengthen Austin’s path toward a more sustainable future.
Gena has spent more than 20 years working in the solid waste and resource recovery industry. Before joining the City of Austin, she worked in sustainable development at a regional council of governments, where she provided technical assistance to municipalities on waste management, recycling, and program design. Her dedication to advancing zero waste principles, combined with her ability to translate policy into practical, community‑focused solutions, earned her national recognition as a Waste360 “40 Under 40” honoree — a distinction highlighting rising leaders shaping the future of the industry.
Gena holds a Master of Public Health from the University of Texas School of Public Health and a Bachelor of Arts in Biology and Sociology from Southwestern University. Her academic background in behavioral science continues to influence her work, particularly her interest in applying behavior‑change theory to public programs, community engagement, and organizational strategy. She is Congress for the New Urbanism Accredited and remains active in several professional organizations, including the State of Texas Alliance for Recycling Central Texas Steering Committee. She also serves on the Board of Directors for the National Recycling Coalition.
Beyond her professional commitments, Gena is deeply engaged in the Austin community. She serves as a Guardian ad litem for children in the foster care system through CASA of Travis County and supports the Health Alliance for Austin Musicians (HAAM) in its mission to provide healthcare access for local musicians. These roles reflect her belief that strong, healthy communities are built through service, advocacy, and connection.
Gena lives in Austin with her son, wife and two dogs. They can often be found exploring local hiking trails or enjoying the city’s vibrant live music scene. Her personal and professional life are both grounded in a passion for community, sustainability, and creating systems that help people and places thrive.
