About Justin
With more than 25 years leading and developing recycling and waste diversion projects and programs across the United States, Justin is a leading expert in the field. He has worked across sectors of the solid waste industry, from collection to landfill and remanufacturing. A common theme throughout his career is the development of projects to support the recovery and recycling of challenging materials in challenging settings. Whether focused on the barriers to recycling in rural areas or the complexities of hard to recycle materials, Justin has a long history of building pragmatic and self-sustaining solutions.
Justin first dove into the dumpster in 1998 at the Summit Recycling Project in the mountains of Colorado where he managed two public recycling drop-off centers collecting 25 unique commodities.
In 2000 he moved south to New Mexico where he led both nonprofit and government-owned recycling and composting efforts including the development of a state of the art recycling sorting facility, startup of the first permanent electronic waste recycling service, development of the largest wood-waste composting facility in NM and pioneering the concept of Hub & Spoke recycling systems building 8 new recycling facilities serving rural New Mexicans.
In 2013, he joined the Pennsylvania Resources Council as the Western Regional Director. There he led programs including a series of recycling collection events to recover challenging and toxic materials from households, policy initiatives to improve and expand waste diversion systems locally and statewide, as well as a broad range of education programs targeting every age group. Justin was appointed the Managing Director of PRC in 2019.
Justin came “home” to Colorado joining Eco-Cycle as the Director of CHaRM and Zero Waste Hauling in the fall of 2020. At Eco-Cycle he lead significant infrastructure and process improvements to both departments to maximize their service as social enterprises funding the charitable work of Eco-Cycle. In addition, he modernized Eco-Cycle’s fleet to become the largest privately operated battery electric commercial truck fleet in the Rocky Mountain region.
In 2026 he joined Circular Colorado to lead strategic circular economy projects across Colorado including design of a statewide transportation system to support recycling and the development of the state’s first mechanized construction and demolition sorting facility.
